              Once, Vigan was a lovely municipality, a not-so-hidden gem in the middle of Ilocos Sur. Cobblestone streets and ancestral houses, the paints of Spanish colonial grandeur. The municipality had been built on a life of back-to-basics, close-knit living; agriculture and small-scale trade sustained its vitality.
